Standing Committee Reviews Priority Agenda Items Of The House Of Representatives

Baidoa, 14 September 2026 — The Speaker of the Southwest State House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan, today chaired the 3rd meeting of the 1st Session of the Standing Committee of the House of Representatives.

The meeting reviewed the performance of parliamentary committees, recent oversight activities, the ongoing review of the House Standing Orders, and other priority matters before the Standing Committee. The meeting was attended by the First Deputy Speaker, Hon. Aadan Hassan Mohamed, the Second Deputy Speaker, Hon. Shamso Mohamed Yarow, the Chief Whip, the Deputy Whip, and the Chairpersons of the parliamentary committees.

The Committee on the Constitution, Standing Orders, Ethics and Parliamentary Immunity presented Chapters 2 and 3 of the Standing Orders to the Standing Committee for review and further alignment with the Constitution before their submission to the plenary sittings of the House.

The Standing Committee instructed the committee responsible for the Standing Orders to finalise the draft amendments and prepare the revised text for consideration and debate by Members of Parliament during forthcoming sittings.

The Speaker, H.E. Dr. Mahad Mohamed Sheikh Hassan, emphasised the importance of strengthening committee performance, advancing legislative business requiring plenary consideration, and ensuring that parliamentary committees continue to fulfil their representative and oversight responsibilities effectively.

At the conclusion of the meeting, the Standing Committee agreed that the revised draft provisions should be submitted to the House for detailed consideration and debate, with the aim of finalising Standing Orders that provide a clear framework for parliamentary proceedings and the effective conduct of the business of the House.
