Speaker of the House of Representatives
It is a great honour to lead the House of Representatives at this pivotal moment in Southwest State’s democratic journey. The direct election of 95 Members of Parliament on 10 May 2026 gave the House a strong democratic mandate and opened a new chapter in the parliamentary development of Southwest State and Somalia’s federal system.
This mandate is a trust placed in us by the people. It carries a clear responsibility to represent their interests, enact laws that respond to their needs, exercise effective oversight, safeguard public resources and hold government institutions accountable.
My commitment is to uphold the independence and dignity of the House, ensure fairness and impartiality in its proceedings, and enable Members and committees to fulfil their constitutional responsibilities with integrity and effectiveness. We will improve the quality of parliamentary debate, strengthen legislative scrutiny, examine public expenditure and monitor the implementation of laws and parliamentary resolutions.
Guided by the Constitution, the Rules of Procedure and the Strategic Plan 2026–2031, we will enhance the capacity of Members and build a professional parliamentary Secretariat equipped to support the House, its Members and committees. We will modernise parliamentary systems and administration and create meaningful opportunities for citizens to contribute to the work of Parliament.
By 2031, our goal is to establish a capable, trusted and modern Parliament that enacts effective legislation, exercises credible oversight, upholds constitutional governance and remains closely connected to the people it represents.
Fulfilling this mandate requires a shared commitment. Together with all Members of Parliament, and in cooperation with government institutions, civil society, development partners and citizens, we will strengthen parliamentary democracy, advance public accountability and reinforce public confidence in Parliament.
Our success will be measured by the quality of our laws, the effectiveness of our oversight, the strength of our committees and Secretariat and, above all, the confidence of the people we serve.
