Standing Committee Of The Southwest State House Of Representatives Reviews Chapters 4, 5 And 6 Of The House Standing Orders

Baidoa, 17 September 2026 — The 4th meeting of the 1st Session of the Standing Committee of the Southwest State House of Representatives was held today at the Parliament Headquarters and was chaired by the Speaker of the House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan.

The meeting focused on the review of Chapters 4, 5 and 6 of the Standing Orders of the House of Representatives. It was attended by the First Deputy Speaker, Hon. Aadan Hassan Mohamed, the Second Deputy Speaker, Hon. Shamso Mohamed Yarow, the Chief Whip and Deputy Whip, as well as the Chairpersons of the Parliamentary Committees.

The Committee on the Constitution, Standing Orders, Ethics and Parliamentary Immunity presented its report on the proposed amendments to Chapters 4, 5 and 6 of the Standing Orders. The proposed amendments are being prepared for submission to the plenary sittings of the House for consideration and debate by Members of Parliament.

The Standing Committee held detailed discussions on the three chapters and identified a number of provisions requiring further amendment to ensure that the Standing Orders are consistent with the Constitution of the Southwest State.

The Speaker, H.E. Dr. Mahad Mohamed Sheikh Hassan, instructed the Committee responsible for the Standing Orders to finalise the required amendments so that the chapters can be submitted to the forthcoming sittings of the House and proceed through the appropriate stages of parliamentary consideration and reading.

The Committee on the Constitution, Standing Orders, Ethics and Parliamentary Immunity further confirmed that the chapters already reviewed by the Standing Committee are being prepared for submission to the forthcoming sittings of the House of Representatives.
