Baidoa, 22 September 2026: The Standing Committee of the House of Representatives of the South West State of Somalia concluded its review of the report on proposed amendments to the House Rules of Procedure. The Committee on the Constitution, Rules of Procedure, Ethics and Immunity presented Chapters 7, 8 and 9, which constituted the final chapters in the review process.
The meeting was chaired by the Speaker of the House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan, and was attended by the First Deputy Speaker, Hon. Adan Hassan Mohamed, the Second Deputy Speaker, Hon. Shamso Mohamed Yarow, the Parliamentary Whip, Committee Chairpersons and the Permanent Secretary of the House.
At the outset, the Committee on the Constitution, Rules of Procedure, Ethics and Immunity presented the proposed amendments to Chapters 7, 8 and 9. Members of the Standing Committee reviewed the amendments article by article, after which revised drafts were prepared for submission to Members of the House.
The Standing Committee, emphasising adherence to the Rules of Procedure and the orderly conduct of parliamentary business, instructed the Committee on the Constitution, Rules of Procedure, Ethics and Immunity to prepare the version to be presented to Members at the next sitting for debate and voting.
The Speaker of the House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan, commended the Committee for its work on the review and amendment of the Rules of Procedure, noting that most of the earlier chapters had already been adopted by Members.
The Committee on the Constitution, Rules of Procedure, Ethics and Immunity subsequently completed preparations for the remaining chapters to be presented to Members, thereby advancing the process toward their formal adoption.
