Members of the South West State House of Representatives Complete the Adoption of the Rules of Procedure

Baidoa, 23 September 2026: The House of Representatives of the South West State of Somalia today held the 11th sitting of its First Session, focusing on the completion of the review of the Rules of Procedure and their alignment with the Constitution.

During the sitting, Members completed consideration and adoption of the final three chapters of the Rules of Procedure, namely Chapters 7, 8 and 9.

The sitting was chaired by the Speaker of the House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan, and was attended by the First Deputy Speaker, Hon. Adan Hassan Mohamed, and the Second Deputy Speaker, Hon. Shamso Mohamed Yarow.

The Committee on the Constitution, Rules of Procedure, Ethics and Immunity presented its report on the proposed amendments to Chapters 7, 8 and 9. This was followed by debate and contributions from Members on the provisions submitted to the House.

Following the debate, the House proceeded to a vote, and the three chapters were adopted by majority vote.

The Speaker of the House of Representatives, H.E. Dr. Mahad Mohamed Sheikh Hassan, instructed the Committee on the Constitution, Rules of Procedure, Ethics and Immunity to prepare and issue the official version of the revised Rules of Procedure.

The Speaker also commended the Committee and Members for their work, perseverance, constructive participation in the debate, and fulfilment of their constitutional responsibilities throughout the review process.

The Committee on the Constitution, Rules of Procedure, Ethics and Immunity also thanked Members for their participation and sustained effort during the review and amendment of the Rules of Procedure.
