Baidoa, 20 September 2026: The House of Representatives of the Southwest State of Somalia today held the 11th Sitting of its First Session, chaired by the Speaker of the House, H.E. Dr. Mahad Mohamed Sheikh Hassan.
The sitting was attended by the First Deputy Speaker, Hon. Aadan Hassan Mohamed, and the Second Deputy Speaker, Hon. Shamso Mohamed Yarow.
The Committee on the Constitution, Rules of Procedure, Ethics and Parliamentary Privileges presented the proposed amendments to Chapters 2, 3, 4, 5 and 6 of the Rules of Procedure.
Members conducted a detailed consideration of the proposed amendments and submitted recommendations on provisions requiring additions, revisions or removal. Following substantive debate and constructive deliberation, the House approved all five chapters by majority vote.
The Speaker commended Members for their active participation and valuable contribution to strengthening the Rules of Procedure. He directed the Committee to incorporate the amendments adopted by the House and the views expressed by Members into the consolidated final text.
The revised Rules of Procedure are intended to provide a clear and effective framework for parliamentary sittings, decision-making and the orderly conduct of the business of the House.
In announcing the voting results, the Speaker confirmed that Chapters 2 to 6 had been duly adopted and would take effect through the official publication process of the House.
The Committee will now finalise the amended text, incorporating the decisions and recommendations adopted during the sitting.
